We’ve been the Bay Area’s concrete contractor for 28 years.
Pacific Construction was started in 1998 by Jose Torres in San Bruno. Same family, same shop, same standards — twenty-eight years on Bay Area job sites under CSLB #917675 — B · C-8 · C-36.
Family-owned, hands-on.
Jose Torres founded Pacific Construction in 1998with one truck, one crew, and a CSLB license. The shop on 7th Avenue in San Bruno has been our office and yard ever since. We’ve never opened a satellite location; we’ve never sold the company; and Jose still walks every job site before crews mobilize.
The work has stayed concrete-led: foundations, retaining walls, slabs, underpinning, seismic retrofit, footings. We hold the CSLB #917675 with classifications in B (General Building), C-8 (Concrete), C-36 (Plumbing) — which lets us coordinate plumbing rough-in during slab pours without bringing a second contractor on site. Most of the crew has been with us for years; many live in the cities we work.
What we’re proudest of isn’t a single project — it’s the long arc of relationships. Homeowners we worked with in the early 2000s are the ones referring their kids and neighbors today. That’s the test we optimize for: would the people we worked for ten years ago still recommend us? If the answer’s anything but a confident yes, we haven’t earned the work in front of us.

What “reliable” actually means here.
The four operating standards that show up on every job, regardless of size, scope, or city.
- 01
On site by 8.
Jose is on every job site every working day. Same crew, same standards, start to finish. Equipment is local; the truck doesn't drive in from elsewhere.
- 02
Bid lines up with the work.
What we say in the bid is what we deliver on site. Where lighter intervention works, we say so. Where the scope grows, we explain why and price it line-by-line before we cut a saw.
- 03
Site cleaner than we found it.
Every workday ends with a clean job site — debris hauled, neighbors uninterrupted, photos sent to you that night if you're not home.
- 04
Permitted, inspected, signed off.
We pull every permit your jurisdiction requires, schedule inspections, and stand on site for them. Your only role is signing the final approval.
